Frost Shards can be collected in snow caves by mining them out of the walls. You can get to snow caves by first finding a snow island. Once you have found a snow island, you can craft and place a ladder down to access the snow caves.
Frost shards are found in all of the save walls in the snow caves. Much like iron or gold ore, you will need a pickaxe in order to mine Frost Shards. The difference is that you don’t have to process Frost Shards in the forge in order to make anything usable, they are simply used as is.
You can also get Frost Shards as loot from defeating enemies. One enemy that drops Frost Shards upon being defeated is the Frost Sentry.
